At UNSC meet, India reiterates call for ‘humanitarian access’ to armed conflict areas in Ukraine

Tirumurti said that there is an urgent need to address the humanitarian needs of the affected population in Ukraine. India on Tue (local time) reiterated its call for unimpeded humanitarian access to areas of armed conflict in Ukraine, said India’s Permanent Representative to the UN, TS Tirumurti at a briefing on the humanitarian situation in Ukraine. India to arm Tejas fighter jets with American JDAM bombing kits

Amid an ongoing conflict with China, India has placed orders for American Joint Direct Attack Munition (JDAM) precision-guided bombing kits to enhance the capabilities of its LCA Tejas fighter jets. IT citing sources, writes that the acquisition of JDAM kits under delegated financial powers by the Air Force will enable jets to take out enemy bunkers and runways at 80 km and beyond. The order for the JDAM was placed to prepare the indigenous aircraft for taking on enemy planes in a much better way. India successfully conducts two test firings of a medium-range surface-to-air missile system

India carried out two successful test firings of the Medium Range Surface to Air Missile (MRSAM) air defense systems off the coast of Odisha in Balasore on Wed. The launches were carried out to establish the accuracy and reliability of the weapon system against targets covering the sea-skimming and high altitude functionality within the envelope. Performance of all weapon system components including missiles, weapon system radar, and command posts have been validated during these trials.

India condemns terror attack in Israel, expresses condolences

Ministry of External Affairs said that India condemns the terrorist attacks in Israel and expressed his condolences on the loss of innocent lives. 2 people were killed and 6 were injured in a shooting attack by ISIS operatives on Sun in the Israeli city of Hadera, some 31 miles north of Tel Aviv, Israeli officials said. Meanwhile, on late Tue, a Palestinian gunman opened fire at passersby and vehicles outside Tel Aviv, killing 5 people in the third shooting or knife attack in a week, prompting the police to raise its alert level nationwide to “the highest possible.”

Journalist-turned-terrorist among two killed in Srinagar encounter

Security forces neutralized two terrorists during an encounter in the Rainawari area of Srinagar on early Wed morning. J&K police said that one of the terrorists, identified as Rayees Ahmad Bhat, was a former journalist who ran an online news portal ‘Valley News Service’ in Anantnag. Bhat joined the terrorist ranks of Lashkar-e-Taiba in Aug last year and was categorized as ‘C’ in the terrorists’ list of J&K police. J&K govt terminates 5 of its employees under Article 311(2)(c) of the Constitution, for having alleged terror links. Exercise increased caution while traveling to India: New US travel advisory

The United States in a new travel advisory on Tue urged its citizens to exercise “increased caution” while traveling to India and advised them not to travel to J&K and within 10 km of the Indo-Pak border, except for visits to the eastern Ladakh region and its capital, Leh. The US travel advisory comes a day after the Centers for Disease Control and Prevention has issued a Level 1 Travel Health Notice due to COVID-19, indicating a low level of Covid-19 in India.  The US said in its latest travel advisory for India that decreases the risk of travel to India from Level 3 to 2 was on Jan 25th.

In another incident, 4 Pakistani soldiers were killed as they foiled plans of a group of terrorists who “attempted to infiltrate” Pakistan from Afghanistan, said Inter-Services Public Relations. During the combat between the Pakistani Armed Forces and the terrorists, the soldiers were killed while the terrorists fled away with severe injuries.

On Ukraine Crisis: Russia to reduce ops in Ukraine’s Kyiv; Putin-Zelenskyy meet ‘possible’

The 34th day of the Russia-Ukraine war witnessed what could be seen as a breakthrough after talks between the delegations of the two countries settled with Moscow agreeing to “radically” cut down military activities in Kyiv and Chernihiv – located in northern Ukraine.

  • Russia hailed the talks as “meaningful” after several rounds in the past failed to yield any fruitful result.
  • Moscow stressed that de-escalation does not mean a ceasefire – which the Ukraine negotiators had been pinning on in every round of peace talks so far.

In dealing with complex security issues, we should not adopt a simplistic approach that [a party is] either an enemy or a friend,” Wang said, according to a Chinese FM statement.

“All countries have the right to decide their foreign policies independently.”

It is preposterous to say I have come to preempt Indian discussions with Lavrov. Of course, we would love to have India in our camp, but you live in a complicated neighborhood and you have challenges of your own.”

  • He said that he hoped to understand the Indian position and acknowledged that “acting together on sanctions may be asking too much.
  • On several occasions in the UN, including in the UNSC, India has abstained on the Ukraine issue and called for an immediate ceasefire and dialogue between the 2 countries.
  • Speaking about the recent peace talks, he said “some positive things” have emerged but it is still premature to speak of a breakthrough.
  • Plötner said he was cautiously optimistic about the situation.
  • Plötner said that shelling continues, and it is imperative to have a ceasefire, a position that India also holds.

ANI-During the talks, the two sides reaffirmed the strength and resilience of the strategic partnership between the two countries and the immense potential that it holds for mutual benefit.

They agreed that the upcoming 6th Inter-Governmental Consultations would provide an opportunity for the leadership on both sides to engage and intensify the bilateral partnership.

Plötner acknowledged that Germany and several other European countries were dependent on Russian energy, but said that Berlin wanted to end coal imports from Moscow by the end of the year, petroleum imports shortly afterward, and then, LNG by 2024.

  • He hoped that India would not buy more oil from Russia than it does now.
  • Currently, India buys around 2% of its petroleum requirements from Moscow.

The Plötner visit is an important one for India, and part of a busy week as the British foreign secretary Liz Truss and Russian foreign minister Sergei Lavrov is also expected in the next few days.

  • The flight tests were carried out in the presence of senior officials from the Defence Research and Development Organisation (DRDO) and the Indian Army.
  • Earlier also on Mar 27, the missile system was successfully flight tested twice against high-speed aerial targets for different ranges as part of the live firing trials.
  • With the flight trials for different ranges and scenarios, the system has completed its development trials.
  • This MRSAM version is a Surface-to-Air Missile developed jointly by DRDO and Israel Aerospace Industries (IAI), Israel for use by the Indian Army.
  • The MRSAM Army weapon system comprises multi-function radar, mobile launcher system, and other vehicles.
  • The flight tests were carried out with the weapon system in deliverable configuration.

  • In the new report, Ind-Ra has created two scenarios concerning the FY23 economic outlook basis certain assumptions.
  • In Scenario 1, the crude oil price is assumed to be elevated for 3 months, and in Scenario 2, the assumption is for 6 months, both with a half cost pass-through into the domestic economy.
  • Ind-Ra expects GDP to grow 7.2% in Scenario 1 and 7.0 % in Scenario 2 in FY23, compared to its earlier forecast of 7.6 %.
  • However, the size of the Indian economy in FY23 will still be 10.6 % and 10.8 % lower than the FY23 GDP trend value in Scenario 1 and Scenario 2, respectively.

US strategy prioritizes China’s challenge in Indo-Pacific as the top threat, Russia next

HT-Allaying apprehensions that the Ukraine crisis may lead to a reset in the US’s geopolitical priorities, the US national defense strategy 2022 – a key document that outlines goals and strategies and serves as a basis for policy for Pentagon – has prioritized the challenge from China in the Indo-Pacific over the Russian challenge in Europe, and termed China as America’s “most consequential strategic competitor”.

According to a factsheet with the salient points of the strategy, the Department of Defence said its top priorities included

  • “defending the homeland paced to the growing multi-domain threat posed by the PRC (China)”
  • “deterring strategic attacks” against the US, allies, and partners
  • “deterring aggression, while being prepared to prevail in conflict when necessary, prioritizing the PRC challenge in the Indo-Pacific, then the Russia challenge in Europe”, and
  • finally, building a resilient joint force and defense ecosystem.

The department will act urgently to sustain and strengthen deterrence, with PRC …and the pacing challenge for the department,” says the document.

  • The classified strategy has been sent to Congress, while an unclassified strategy will be put out in the public domain in the future.
  • It lists out other threats, the methods to deal with challenges, and places importance on the role of allies and partners.

Other Threats

  • Russia, poses “acute threats”, as illustrated by its invasion of Ukraine, but also points to the need for burden-sharing without using the term.
  • US defense planners have been encouraged in recent weeks by the willingness of Europeans, particularly Germany, to take on more security responsibilities.
  • The strategy also points to other threats – both State and non-State, both regional and thematic.

The Joe Biden administration has emphasized the value of allies and partners, both in the European theatre with Nato and in the Indo-Pacific theatre with Quad.

METHODS

To achieve all these goals and deal with threats, the Department has proposed 3 strategies.

  1. Integrated Defence–This entails developing and combining strengths by working across warfighting domains, theatres, the spectrum of conflict, other instruments of US national power, and with allies and partners – “enabled by combat-credible forces, backstopped by a safe, secure and effective nuclear deterrent”.
  2. Campaigning to strengthen deterrence-. The strategy explicitly states that the US will operate forces, synchronize efforts and align its activities with other instruments of national power “to undermine acute forms of competitor coercion, complicate competitors’ military preparations, and develop our warfighting abilities together with allies and partners”.
  3. Building Enduring Advantages” for the future– This involves reforms to accelerate force development, getting technology quickly, and investing in the department’s personnel. (2)
