Border dispute: China has 200,000 troops at LAC in conflict-ready mode- Business Standard

  • With China’s People’s Liberation Army (PLA) intruders still occupying Indian Territory and large PLA reinforcements ready on the Chinese side of the Line of Actual Control (LAC), Indian military planners are calculating: How many more soldiers can the PLA quickly field if fighting were to break out?
  • US-based PLA expert Dennis Blasko told Business Standard that he estimates that around 235,000 PLA troops, including border defense personnel and the PLA’s cutting edge “mobile operational units”, are located in the PLA’s Western Theatre Command, which oversees the entire Sino-India border as well as China’s restive autonomous areas – Tibet and Xinjiang.
  • In March, the Belfer Centre at Harvard’s Kennedy School also estimated “a total of 200,000-230,000 Chinese ground forces under the Western Theatre Command, including the Tibet and Xinjiang Military Districts.”
  • These numbers include the PLA’s lightly equipped “Border Defense Units, (BDU)” which are permanently stationed along the border and are geared for border management and patrolling, not for full-scale combat operations.
  • According to the International Institute for Strategic Studies (IISS), about 16 Border Defense Regiments, with about 40,000 personnel, monitor Tibet and Xinjiang’s 5,000-kilometre border with India, Nepal and Bhutan.
  • These BDU are strung out in remote outposts all along the border to observe activity and conduct patrols between outposts by foot or by vehicle, depending on the terrain, sometimes using small drones.

  • There is no news about disengagement, as if it has stalled. In an article in the HT on June 10, I had said that China would seek to string India along, with the aim of buying enough time to present a fait accompli. It’s now clear China wants to enjoy the fruits of its aggression.- Chellaney

  • The explosion took place when operations were underway to douse the fire at OIL’s Baghjan well, which has been raging since June 9 following gas blowout.

China insists on package solution for dispute with Bhutan

China insists on package solution for dispute with Bhutan

  • Seeking to justify its claim over the Sakteng Wildlife Sanctuary in eastern Bhutan, China Tuesday said it “advocates a package solution” to resolve its border dispute with Bhutan.
  • The renewed talk about a package solution has left many wondering if China is offering a new deal to Bhutan, after taking a maximalist position with its new claim in eastern Bhutan, and also using it to apply pressure on India.
  • China’s position remains consistent and clear. The boundary between China and Bhutan has not been delimited and there are disputes in the middle, eastern and western sections,” said a Chinese foreign ministry spokesperson, adding that this was why China calls for a package solution to resolve the dispute“.
  • China’s claim in eastern Bhutan though is new as it has never in the past claimed sovereignty over Sakteng area, despite having 24 rounds of talks on the disputed boundary since 1984, which is located close to the border with Arunachal Pradesh.
    • As strategic affairs expert Brahma Chellaney said, this is perhaps for the first time since World War II that one state has laid claim to another nation’s territory that can be accessed only through a third nation.
    • According to him, the remarks by the spokesperson suggest Beijing is willing to make a new package offer to Bhutan as it has already occupied almost the whole of Doklam plateau in Bhutan.
    • “China has occupied the Bhutan-claimed Doklam plateau, other than the 2017 standoff site located in one corner.
    • And now with its territorial claim to a sizable chunk of tiny Bhutan’s eastern territory, China may be seeking to replace its old package offer with a new one,” he said to TOI.
    • The boundary between China and Bhutan has not been demarcated. There are disputes in the central, eastern and western sections of the boundary,” the Chinese spokesperson further said in the briefing.

Bhutan remains India’s only neighbor which hasn’t joined China’s BRI project.

  • The 2 countries have in the recent past though seen a few high-level contacts with Beijing keen to establish formal diplomatic relations with Bhutan.
  • Bhutan though, again under India’s influence, is said to be resisting efforts by China to open an embassy in Thimphu.

China is sending military planes near Taiwan with increasing frequency in what appears to be a stepping up of its threat to use force to take control of the island, Taiwan’s foreign minister said

  • Such flights are more frequent than reported in the media and have become “virtually a daily occurrence,” Joseph Wu told reporters.
  • Along with Chinese military exercises simulating an attack on Taiwan, the flights by China are causing major concern for Taiwan’s government, Wu said.
  • “What it is doing now is unceasingly preparing to use force to resolve the Taiwan problem,” Wu said.
  • China claims the self-ruling island democracy as its own territory and threatens to use the People’s Liberation Army to bring it under its control. The sides split in a civil war in 1949 when Chiang Kai-shek’s Nationalists fled to the former Japanese colony as the Communist Party took control in mainland China.

Wu stressed the need for coordination with allies such as Japan and the U.S., neither of which has official diplomatic ties with Taiwan but which maintain close relations. U.S. law mandates that Washington ensure the island can maintain a credible defense and treat all threats against the island as matters of grave concern.

Nation Amid COVID-19

  • An Oxford immunologist breaks down how the university’s vaccine works against Covid-19-The Print
    • Oxford University and AstraZeneca tested its Covid vaccine — ChAdOx1 nCoV-19 543— on 543 healthy adults. The results are promising. But we may need yearly booster doses.
    • Ten volunteers were also given a second “booster” dose of the vaccine. This increased the antibody response to even higher levels, and 100% of blood samples from this group showed neutralizing activity against COVID-19 infection in a laboratory setting.
    • The vaccine also induced T cells that specifically recognize SARS-CoV-2, the virus that causes COVID-19. It’s encouraging to see both antibody and T cell responses, as together this is the right kind of immune response that could lead to protection against the virus. Importantly, the vaccine demonstrates an acceptable safety profile, with no vaccine-induced severe adverse events – that is, no major side-effects.
  • 50% of our Covid vaccines will be for India, people won’t have to buy them, govts will pay: Adar Poonawalla CEO, Serum Institute of India – India Today TV,
