The entire news of the week can easily be divided in to 2 portions one is COVID-19 and Non-COVID-19. So, let’s have outline of Non-COVID-19 issues, at first.
- India carried out precision targeting of gun areas on Fri, terrorist launch pads and ammunition in response to unprovoked ceasefire violation by Pakistan in Keran Sector of Kupwara district. Reports of heavy damage on enemy side: Defense Spokesperson, Srinagar [1]. Pakistan violated ceasefire in Mendhar and Balakote sectors in Poonch district of JnK around 2230 hrs on night of Apr 10th. Indian Army started retaliating.
- The sources said the Army also had inputs that a new batch of terrorists was getting ready to infiltrate from there. In the attack launched on Fri, an ammunition dump of the Pakistan Army has also been destroyed. The terror Launchpad targeted by the troops on Line of Control (LoC) are in the Dudhniyal area of Kel sector which was used by the Pakistan. As per some Indian media around 50 terrorists have neutralized.
- “This is a diversionary tactic. This is an opportune time for them to pump in terrorists across to India because a lot of focus is now on containing the spread of coronavirus. So most ceasefire violations are their way of giving cover fire to terrorists,” said a senior intelligence officer-Live Mint.
- Jammu Police has arrested a Jaish-e-Mohammed over ground worker in RS Pura area. FIR has been registered. Investigation is being done. (ANI)
- As per Pak Radio, Pakistan has shot down an Indian Quadcopter on Thurs, for violating airspace in Sankh Sector along the LoC.
- According to the ISPR, the Indian Quadcopter intruded six hundred meters inside Pakistan’s territory for conducting surveillance.
- The ISPR said this blatant and provocative act was aggressively responded to by Pakistan Army troops by shooting down the Indian Quadcopter.
- On Sat, DGISPR tweeted-LOC Update: Indian Army resorted to unprovoked fire in Nikial Sector deliberately targeting civilian population. CFVs being responded befittingly by Pak Army troops. Due to indiscriminate fire of Indian artillery at Mohra village two civilians including 18 years old girl sustained serious injuries. In last 24 hours 6 citizens including 2 girls have been injured and evacuated to nearby health facilities for necessary medical care.

It was only on 20 January that Xi made any public announcement, yet he still pointedly refusing to reference it in his annual Lunar New Year speech. In the meantime, millions of Wuhan citizens dispersed around China at Lunar New Year, many incubating the coronavirus.
- Kupwara encounter: 5 soldiers killed as Army fights infiltrators in north Kashmir
- Five Army personnel and as many militants were killed in a fierce gun battle between the forces and a militant group that had infiltrated from across the Line of Control in Keran sector of north Kashmir.
- The encounter broke out on the intervening night of Apr 3/4, when a militant group infiltrated from across the LoC in Keran sector of north Kashmir, after the militants had entered the Indian territory from Shamsabari range and were hiding in ‘Gujjar Dhok’ (temporary shelter for nomads) in the Poswal area of the sector, a senior Army spokesperson earlier said.
- On Sun, the defense spokesman had said that “in the ongoing anti-infiltration operation in the Keran sector, alert troops braving inclement weather and hostile terrain have so far eliminated five terrorists attempting to infiltrate across the LoC.” “Evacuation of the injured is hampered due to heavy snow and rough terrain conditions,” he said, adding the operation was still in progress.

- Pakistan angling to bring COVID-19 initiatives under SAARC secretariat to block India’s proposals-(ANI)
- Pakistan has been angling to bring the coronavirus-related interactions under the formal SAARC umbrella by seeking to involve its secretariat in an attempt to get free hand to block India’s initiatives, government sources said and noted that the activities were under extraordinary circumstances to deal with challenge in a result-oriented manner without being bound by any procedural formalities which could prove to be constraints.
- As per ANI, Pakistan’s efforts to bring COVID-19 related interactions under the formal SAARC umbrella was an attempt to get free hand to block all initiatives and proposals by India by using the SAARC charter provisions, rules of procedure etc. including application of principle of consensus for the drafting of agenda, outcome document, concurrence of all member states for each and every thing every step of the way.
- Pakistan on Wed did not take part in India-led SAARC trade official’s discussion saying such activities could only be effective if organized by the SAARC Secretariat.
- Meanwhile, during outbreak of Corona, Pak’s FM urges world to play role in saving 8 million Kashmiris from Indian oppression:
- In a telephonic conversation with his Malaysian counterpart Hishammuddin Hussein on Wed, he said unarmed Kashmiris have been facing the worst curfew for 8 months.
- The FM said now as the world is focused to deal with coronavirus pandemic, India is bent upon changing demography in occupied Kashmir by amending rules and regulations regarding domicile, which is violation of not only international laws but also against the UN resolutions.
- FM informed his Malaysian counterpart about Prime Minister Imran Khan’s call for restructuring of loans of developing countries to enable them effectively deal with the pandemic.

- Spokesperson, MEA, Anurag Srivastava said “India expects China to refrain from commenting on the country’s internal affairs and respect its sovereignty and territorial integrity”. India expects China to recognize and condemn the scourge of cross-border terrorism that affects the lives of the people of India, including in JnK.”
- The spokesperson of China’s permanent mission in the UN said the Kashmir issue remained high on the UN Security Council’s agenda and China is very closely monitoring the current situation in occupied Kashmir. The official also reportedly said that the Kashmir issue is a dispute left from history and should be properly and peacefully resolved
- At present, China is holding presidency of the UNSC.
- Srivastava was responding to a query on the remarks by the Chinese spokesperson.
- In Past, China has unsuccessfully attempted to raise the issue in the UN after India announced its decision in Aug last year to withdraw JnK’s special status and bifurcate the state into two union territories. In Aug China pushed for a UNSC meeting on Kashmir after India’s decision. However, the attempt was foiled by other member-states of the powerful body.
- India’s decisions on Kashmir had also cast a shadow over Chinese President Xi Jinping’s visit to India in Octr last year for the second informal summit with PM Modi. However, notwithstanding the acrimony over the issue between the two countries, Modi and Xi held “successful” talks in Mamallapuram in Tamil Nadu.
- 37 deaths, 896 new cases in last 24 hours, the sharpest ever increase in cases; India’s total number of #Coronavirus positive cases rises to 6761 (including 6039 active cases, 516 cured/discharged/migrated and 206 deaths): Ministry of Health and Family Welfare, on Friday.
- Enforcement Directorate (ED) has ordered seizure under the Foreign Exchange Management Act, 1999 (FEMA), properties worth Rs. 32.38 crores and filed complaint against Jaya Patel for illegally acquiring properties abroad. Searches were conducted at the residential and official premises of Jaya Patel of Mumbai and her associate, which resulted into seizure of incriminating documents about the illegal acquisition of undisclosed foreign assets.
- US considering India’s extension of H1B visa request amid coronavirus COVID-19 pandemic
- The US State dept has conveyed the Indian request for extension of visas including H1B visas for Indians in America to US Department of Homeland Security. Most of the Indians are stranded in the US due to COVID outbreak.
- India had requested US to extend the validity of H1B and other visas for Indians stranded in the country. The matter was taken up by foreign secretary Harsh Vardhan with US Deputy Secretary of State Stephen E Biegun on Wed. India is “closely monitoring related developments”, sources told WION.

Status to Date: Lockdown will likely to be extended at least for 14 more days from Apr 15th.
- Finally, it has been come in media that lockdown will be extended for next 14 days. However, in the whole week, main discussion was going in the country should lockdown uplifted, amid corona cases graph is still upward? Two different opinions are coming out in direction of Yes or No. However, some 70 hotspots in the country have been identified, so far. The highest number of cases have been reported from Maharashtra that is more than 1500, with Death toll crossed 188.
- India’s response to COVID19 has been proactive. We have followed a graded approach. There are 586 COVID19 dedicated hospitals and more than 1 lakh isolation beds in the country. He added “Lockdown and containment measures are important to fight COVID19. If we have not taken any measures then we might have had 2 lakh cases at this time”: Lav Agrawal, Joint Secy, Health Ministry.
- Sree Chitra Tirunal Institute for Medical Sciences & Technology (SCTIMST), an Institution of National Importance under the Department of Science & Technology has obtained the go-ahead for providing innovative treatment to COVID19 patients. Technically called “convalescent-plasma therapy”, the treatment aims at using immune power gained by a recovered person to treat a sick person. Indian Council for Medical Research has given approval to SCTIMST for carrying out the novel treatment: Ministry of Science and Technology.
- In an experimentation conducted by Duan et al (2020), the results from 10 severe adult cases showed that one dose (200 mL) of CP was well tolerated and could significantly increase or maintain the neutralizing antibodies at a high level, leading to disappearance of viremia in 7 d. Meanwhile, clinical symptoms and paraclinical criteria rapidly improved within 3 d. Radiological examination showed varying degrees of absorption of lung lesions within 7 d. These results indicate that CP can serve as a promising rescue option for severe COVID-19, while the randomized trial is warranted. [2]
- PM Modi is likely to address the nation again to announce his decision on whether the coronavirus lockdown will end on Tue. Before the decision, his meeting has concluded on Sat with CMs via video conference on Sat.

- Till date, 16 antibody based rapid tests have been validated at National Institute of Virology (NIV), Pune and the following 8 were found to be satisfactory: Indian Council of Medical Research (ICMR) COVID19. Min of Health and Family Welfare, Dr Harshvardhan informed the media that as many 206 labs (146 Govt +57 Private) are able to test COVID-19.
- Of the 5,911 people with severe acute respiratory illness (SARI) who were tested by the ICMR to check for COVID-19, 104 tested positive and 40 among them did not have any history of foreign travel or contact with a COVID-19-positive case. So Far, only A total of 1,61,330 samples from 1,47,034 individuals have been tested as on Apr 10th, 9 PM: ICMR

- In the wake of the COVID-19 outbreak, Congress president Sonia Gandhi on Tue wrote to PM Modi, offering 5 suggestions to cut Govt expenditure, including scrapping the ₹20,000-crore for the Central Vista project, banning government advertisements to media, and putting on hold all official foreign trips.
- Govt upset over selective leakage of conversation of PM Modi. ‘Over past few weeks, PM has been consulting a cross section of leaders/eminent individuals to forge a truly national unified effort against COVID19. Selective leaks run counter to the spirit & is avoidable.’

- India is in final stages of framing protocol for conducting clinical trial for convalescent plasma therapy, which uses antibodies from blood of cured patients, to treat severely-ill COVID-19 patients: Senior ICMR official.
- A joint appeal has been made by various Muslim Organizations to PM Narendra Modi and President Ram Nath Kovind over the Markaz incident, claiming that it is being used to spread hatred.
- You might be remembered that due to Tabligi Jamat, a substantial surged is reported in the cases. The ministry’s updated data came a day after it said the rate of doubling of Covid-19 cases in India accelerated to 4.1 days from the estimated 7.4 days due to the Jamaat event in Nizamuddin West last month.
Sonia Gandhi has written a letter to PM Modi which suggested-
- “First, impose a complete ban on media advertisements – television, print and online – by the Government and Public Sectors Undertakings [PSUs] for a period of two years, which cost around ₹1,250 crore annually”.
- “Suspend the ₹20,000 crore ‘Central Vista’ beautification and construction project forthwith.”
- There should be a proportionate 30% (e. ₹2.5 lakh crore a year approximately) reduction in the expenditure budget (other than salaries, pensions and central sector schemes) for the Union government.
- The Centre had spent ₹393 crore on foreign travel in the past 5 years. Exceptions could be made in case of special emergency or exigencies in national interest to be cleared by the Prime Minister.
- All money under the PM-CARES Fund moved to the PM’s National Relief Fund (PMNRF), which amounted ₹3800 crore to ensure “efficiency, transparency, accountability and audit in the manner in which these funds are allocated and spent”. Here it is interesting to note that President of INC India is member of PMNRF Trust.
Covid-19: India partially lifts ban on export of paracetamol and HCQ for certain Countries
- HCQ is the same drug that US President Donald Trump had sought from India and warned of ‘retaliation’ if India did not supply the drug. The word ‘retaliation’ has been interpreted in various ways by Indian media and mostly considered it as ‘threatening’ to India.
- However, MEA said, “We will also be supplying these essential drugs to some nations who have been particularly badly affected by the pandemic. We would, therefore, discourage any speculation in this regard or any attempts to politicize the matter”.
- President Donald Trump has warned India that the US may retaliate if it did not export anti-malarial drug Hydroxychloroquine despite his personal request, saying he would be surprised in case of a negative outcome as New Delhi has good relations with Washington.

- India manufactures 70% of the world’s supply of HCQ according to Indian Pharmaceutical Alliance (IPA) secretary-general Sudarshan Jain.
- The country has a production capacity of 40 tons of (HCQ)/ month, implying 20 Cr tablets of 200 mg each. HCQ is very similar to chloroquine, one of the oldest and best-known anti-malarial drugs, but with lesser side-effects. HCQ is also used to auto-immune diseases like rheumatoid arthritis and lupus.
- Indian Council of Medical Research (ICMR) recommended HCQ be used as a preventive medication for COVID-19 high-risk group. India exported HCQ API in Apr-Jan 2019-20 period worth USD 1.22 billion. During the same period exports of formulations made from HCQ were at USD 5.50 billion.
- Recently, the MoHFW had reportedly placed an order for around 10 crore tables of HCQ with Ipca laboratories (top manufacturer globally) and Zydus Cadila, and Wallace Pharmaceuticals. This drug is not manufactured in developed nations such as the US because of non-existent malaria. It can be bought over the counter and fairly inexpensive. Each COVID-19 patient reportedly needs 14 tablet course and so the 10 crore pills ordered by the government can potentially treat over 71 lakh people. Though the 70% of raw materials for all APIs needed by India to manufacture drugs, come from China.
- However, its purchase and use has been severely restricted as it was selectively used in the treatment of coronavirus because of its antiviral properties.
- After Trump stated that the US could “retaliate” if India does not release stocks of the drug, Indian officials said exports of HCQ and paracetamol will be allowed depending on availability of stock after meeting domestic requirements and existing orders.
- Last month, the US Food and Drug Administration (FDA) partially lifted a three-year-old ‘import alert’ on Ipca’s two plants to import the medicine. Zydus Cadila has also received an order from the US.
- On Mar 25, India had banned export of HCQ and added it to a list of more than two dozen APIs that can no longer be exported. Recently, officials said India would export the drug on a case-by-case basis after meeting all the domestic requirements.
- “The Government has withdrawn the restrictions on 12 products and its formulations. Various scenarios are being assessed and it will be the endeavor to meet both the domestic demand and export obligation for Paracetamol and HCQ,” Jain said.
- The objective is to minimize speculative buying and hoarding in these trying times and ensure balance in the distribution for patients and segments who need them, he added.
- So this indicates that India currently has spare available capacity. Now, “we have to see how much the country’s requirements would for the drug would grow for both treatment and prevention of COVID-19. The companies have already started ramping the capacity.”
- It has also recommended the use of the drug for those involved in the care of ‘suspected or confirmed cases of the coronavirus and for asymptomatic household contacts of laboratory-confirmed patients, apart from healthcare workers who are involved in the treatment of COVID-19’.
- There are 50 drug manufacturers in Himachal Pradesh who hold product license to manufacture HCQ tablets. Most of the manufacturers are of small or medium scale, some have state-of-the-art facility: State Drug Controller Navneet Marwaha.
India-Japan partnership can help develop new solutions for post-Covid world: PM Modi
The PM, spoke with Japanese PM Shinzo Abe about developing new technology for situations arising out of the coronavirus outbreak on Fri. “The India-Japan Special Strategic & Global Partnership can help develop new technologies and solutions for the post-COVID world – for our peoples, for the Indo-Pacific region, and for the world,” he said. Prime Minister Abe had recently declared a state of emergency in Tokyo and six other prefectures to contain the spread of the killer virus.
Modi also spoke with Nepal Prime Minister K P Sharma Oli on the coronavirus issue. “I appreciate the determination of people of Nepal to fight this challenge. We stand in solidarity with Nepal in our common fight against COVID-19,” the Prime minister said.
Ministry of Home Affairs in a letter today requested states/UTs to provide police security to doctors and other medical staff, as needed, in the hospitals and the quarantine facilities where they are working: Punya Salila Srivastava, Joint Secy, MHA.
PM also spoke about popularizing the Aarogya Setu app to ensure downloads in greater numbers. He also referred to the possibility of the app being an e-pass which could subsequently facilitate travel from one place to another: PM suggested that direct marketing for farm produce can be incentivized to prevent crowding in mandis, for which model APMC laws should be reformed swiftly. Such steps will help farmers sell products at their doorstep: PMO on PM’s video-conference with CMs.
The world is opening its wallet to fight the effects of the coronavirus outbreak. The United States unveiled a $2 trillion rescue package. European countries have announced their own spending blitz, and Japan approved a nearly $1 trillion economic stimulus plan.
China: Then there’s China. The country that famously helped kick-start the world economy after the 2008 global financial crisis with a half-a-trillion-dollar spending splurge has been relatively restrained this time around. While it is helping companies keep workers and pushing its state-run banks to lend more, China has held back from spending on big packages or flooding its financial system with money.
In an odd juxtaposition, the communist country has also mostly refrained from giving money directly to its people. By contrast, President Trump — who once denounced the prospect of growing socialism in the US — signed into law a package that includes $1,200 checks for all but the most affluent American adults.
The extent of the damage that China must reverse still is not clear. Its huge economy, a major engine of global growth, was effectively idled in February after the coronavirus spread from an initial outbreak in the city of Wuhan. A glimpse of the full effect on the country may come April 17, when China reports economic statistics for the first three months of the year. But economists widely believe the shutdown has doomed untold numbers of jobs and small businesses.
As of Wed, Chinese mainland had reported a total of 1,103 imported cases. Of these cases, 374 had been discharged from hospitals after recovery, and 729 were being treated with 31 in severe condition, National Health Commission (NHC) said.
Also on same day, 56 new asymptomatic COVID-19 cases, including 28 from abroad, were reported on the mainland taking their total to 1,104. Many of them were put under quarantine. Asymptomatic coronavirus cases are those who test positive for the virus but do not show any symptoms and have the potential to cause sporadic clusters of infections.
Pakistan: Police in Pakistan have arrested doctors and medical personnel who are protesting inadequate Personal Protective Equipment (PPEs) and other medical equipment in their battle to contain the spread of the deadly novel coronavirus infection.

- According to Pakistan’s Young Doctors Association (YDA) president Dr Yasir Achakzai, YDA and paramedical staff in Balochistan staged a protest on Monday against the unavailability of PPEs in their fight against coronavirus, reported Dawn. They were later baton-charged by security forces and dozens of them were arrested near Red Zone, he alleged.
- ANI from Dr. Misfar Hasan, a political activist from Pakistan occupied Kashmir (PoK): Lack of coronavirus testing laboratories, medical staff, and Personal Protective Equipment (PPE) kits in PoK and Gilgit Baltistan are causes of major concern, say political activists even as the pandemic is set to flare up in the region.
- Already, 215 positive coronavirus cases have been reported from Gilgit Baltistan whereas 34 infections from the deadly virus are reported in PoK. The region, which has poor healthcare infrastructure is ill-equipped to tackle the COVID-19 outbreak.
- He added “There are many more issues arising, the doctors are there without PPE, there are no ventilators and no other support. A large population has been left at risk as there does not seem to be any strategy.” “The same is the situation in Gilgit Baltistan as there are only a few ventilators and no trained doctors who can manage the seriously ill”.
- Pakistan, starting from today, will open the Torkham and Chaman border crossings for four days to facilitate Afghan nationals stranded in the country due to the border closure, Dawn reported. However, in Indian media, it seems like Pak is pushing its patients to Afghanistan.
- The Taliban on Tuesday broke off talks with the Afghan government on prisoner exchange, the main step in peace talks being brokered by the United States after it agreed on a troop withdrawal pact with the group. “We sent a technical team of the prisoner’s commission to Kabul for verification and identification of our prisoners as the release of prisoners was to start as per the signed agreement and the promise made (to us),” Taliban’s spokesman Suhail Shaheed said in a tweet.
