Home Minister in Lok Sabha for Recent Delhi Riot
“Delhi last month, in which over 50 people were killed, was a pre-planned conspiracy, for which a case has been registered by the Delhi Police”, Union Home Minister Amit Shah informed the Lok Sabha y’day, during a discussion on the clashes. Praising efforts of the Delhi Police, the Home Minister also said they managed to contain the riots within 36 hours.
What He Stated in House
- I would like to place on record that after 11 pm, Feb 25, no incident of rioting took place in northeast Delhi.
- There have been attempts to politicize these riots.
- Questions have been asked about what the Delhi Police was doing.
- Police were on the ground then, they will also probe and submit a report in coming days.

NE Delhi Riots ….Investigation Underway Today Delhi Police informed to Press
Delhi Police PRO MS Randhawa on Delhi violence:
- 7 people have been arrested, in connection with the death of Delhi Police Head Constable Ratan Lal during clashes over CAA in North East district of Delhi.
- 2 people arrested in Akbari Begum Murder case; 4 people arrested in connection with bodies of 4 people recovered from a drain in North East Delhi.
- Right now, the law and order situation in Delhi is completely normal. Senior officers are continuously monitoring the situation.
- Till now, we have registered 712 FIRs.
- More than 200 accused have been arrested.
- We have received a lot of videos that will help us in the investigation.
- We are doing an analysis of all footage; face recognition technology is being used to identify people.
- Many people have come forward to record their statements.

Delhi Police Special Cell has arrested Delhi Popular Front of India (PFI) President Parvez and Secretary Illiyas, in connection with the alleged PFI-Shaheen Bagh link. Later, A Delhi Court sent Parvez and Illiyas to 7 days remand in connection with the alleged PFI-Shaheen Bagh link.
Delhi Police Special Cell: One more accused has been apprehended in connection with the murder of Intelligence Bureau (IB) official Ankit Sharma.
Lt Governor Anil Baijal orders transfer of six senior DCP-level officers of Delhi Police on Wed’s night.
In the first transfer after S N Shrivastava took over as the Delhi Police commissioner on Feb 29 (during NE Delhi riot), the 2008-batch IPS officer, Chinmoy Biswal, has been posted as dy commissioner of police.
- According to order issued by the LG office, 2015-batch IPS officer Manjeet, who is in Delhi on an inter-cadre deputation from Bihar, has been posted as DCP (Metro).
- DCP (Land & Building) Mohammad Akhtar Rizvi has been posed as additional DCP of North East Delhi. Jitendra Mani, who was the Anti-Riots Cells DCP, has been made the DCP (Land & Building) while DCP (Metro) Vikram Porwal has been given the charge of special officer to the Delhi Police commissioner. Nishant Gupta, who was looking after the work of Additional DCP SWAT, has become the Additional DCP of recruitment cell.
NIA files charge sheet against 9 'pro-Khalistan' youths for their alleged involvement in last year's Tarn Taran blast in Punjab in which two persons were killed.
Massa Singh, Harjit Singh, Gurjant Singh, Manpreet Singh, Bikramjit Singh Panjwar, all residents of Tarn Taran; Chandeep Singh of Gurdaspur; Malkit Singh and Amarjeet Singh of Amritsar and one juvenile have been charged under relevant provisions of the Indian Penal Code, Unlawful Activities (Prevention) Act and Explosive Substances Act, an NIA spokesperson said.
Background
On Sept 4 last year, a powerful explosion took place in a vacant plot on the outskirts of Pandori Gola village in Tarn Taran in which two persons were killed and another was grievously injured. They were digging a pit to retrieve concealed explosives, the spokesperson said.
The case was re-registered by the NIA on Sept 23rd.
The accused were “radicalized pro-Khalistan” youths who had formed a terrorist gang under the leadership of absconding accused Panjwar- NIA spokesperson said.
The members of the terrorist gang carried out secessionist activities on ground as well as on social media to instigate the members of the Sikh community to agitate for the secession of Punjab from India, the official said.
- The terrorist gang chose targets for attack with a view to promote enmity between people of different communities, to create unrest and disturb social and religious harmony and thereby endangering the maintenance of public peace and order in Punjab, the NIA spokesperson said.
- They illegally procured explosive substances, prepared and tested crude bombs to carry out terrorist acts in Punjab, the official said.
- The accused had planned to target a dera at Muradpura in Tarn Taran and held a series of secret meetings before choosing the date of the attack. Harjit, Gurjant, Vikram and Harpreet were retrieving the buried explosives when the explosion took place, the official said.
SC Won't Stay HC's Order Against UP Govt’s ‘name-shame’ Hoardings; Refers To Larger Bench

- coming week”, stated the bench comprising of Justices UU Lalit and Aniruddha Bose.
- Justice UU Lalit said that while the court agrees there should not be unruly behaviour, there must be some law which backs the action of putting up the hoardings. “In this case, there is no backing of the law.”

On Mon, the Allahabad High Court cited the Right to Privacy as a fundamental human right recognized by the United Nations as well as the Supreme Court, and said the government’s move to display photographs and personal details of the accused on roadside hoardings was “unwarranted interference in privacy”. The court had also asked the Lucknow administration to give a compliance report on the removal of the hoardings to the registrar general by Mar 16.
Roshni Act: Petitioner says HC order proves bid to alter J&K Demography
- A day after the JnK HC expressed shock over how encroachers had become owners of large tracts of public land under the erstwhile Roshni Act, the advocate who filed a petition against the law said the court’s observation substantiated his claim that it was aimed at bringing about a demographic change in Hindu-majority Jammu by triggering a “land jihad.”
- The court’s observation came after the J&K government filed a status report on the beneficiaries of the Roshni Act, which was scrapped in Nov 2018 by then governor Satya Pal Malik, whose administration found the law to be an attempt to change the demographics of the entire region.
- “It is a big development. The Court observation has proved that there was a demographic change.
- 30,000 cases of land transfer were reported in the state government order, out of which over 25,000 cases were from Jammu and only 4,500 from Kashmir,” lawyer Ankur Sharma said.
Aimed at conferring 20.55 lakh kanals of state land to its occupants, the Jammu and Kashmir State Lands (Vesting of Ownership to the Occupants) Act, popularly known as Roshni Act, was implemented in 2001 by Ghulam Nabi Azad, the
- then CM of the erstwhile state, which was divided into two Union territories, JnK and Ladakh on Oct 31, 2019.
- The Act, the then government claimed, was aimed at generating resources for power projects and to confer proprietary rights to occupants of state land subject to payment of the land cost fixed by the government. Governor Malik’s administration scrapped the law citing its failure “to realize the desired objectives and there were also reports of misuse of some its provisions.’
- “It was a big physical assault on Jammu,” advocate Sharma said. “Our allegation that state land was given to Muslims to change the demographic of Jammu has been substantiated by the records produced before the high court”.
- Advocate Sharma said that 1 million to 1.5 million kanals of forest land was given to the encroachers under the Act in Jammu and that 85-90% of the beneficiaries were likely to be Muslims, who were given proprietary rights under the Act.
- “They are politicians, bureaucrats and other influential people. Their names will be shared later,” he added.
- He said the division bench of the high court (comprising CJ Gita Mittal and Justice Tashi Rabstan) had said the case is likely to be handed over to the Central Bureau of Investigation (CBI), most likely on the next date of hearing, today.
- The division bench on Thursday directed the J&K government to file an affidavit affirming the authenticity of the list of beneficiaries of Roshni Act and also confirm that it was complete in all respects. The bench gave the government one week time to file the affidavit.
- During the course of hearing, advocate Sharma submitted, “The list of persons who have been benefitted by the Roshni scheme includes the names of several public figures and government officials.” He called for a CBI inquiry into the matter, citing a Comptroller and Auditor General of India finding that implementation of the Roshni Scheme resulted in a loss of over Rs 25,000 crores to the exchequer.
Pakistan Army violates ceasefire in J&K’s Poonch sector, 5 times in 36 hours

- Any foreign national who intends to travel to India for compelling reason may contact the nearest Indian Mission.
- All incoming travelers, including Indians, arriving from or having visited China, Italy, Iran, Republic of Korea, France, Spain & Germany after 15th Feb, 2020 shall be quarantined for a minimum period of 14 days.
- The above will come into effect from 1200 GMT on 13th Mar 2020 at the port of departure
- Incoming travelers, including Indian nationals, are advised to avoid non-essential travel and are informed that they can be quarantined for a minimum of 14 days on their arrival in India.
- Indian nationals are strongly advised to avoid all non-essential travel abroad. On their return, they can be subjected to quarantine for a minimum of 14 days.
- International traffic through land borders will be restricted to designated check posts with robust screening facilities. These will be notified separately by M/o Home Affairs.

Group of Intellectuals and Academicians submit report on Delhi anti-Hindu riots to MHA – Claimed to Exposes the forces behind the 'Dharna to Danga' model
Even before the ground report from the riot hit parts of Delhi emerged, a large section of the media and the western media aided by their spays in India gave a partisan outlook to the riots and made the perpetrators into victims. The sufferings of the Hindus was deliberately ignored and only the statements of Muslims were recorded and publicized. Now, a ground report by the Fact Finding Team of Group of Intellectuals and Academicians (GIA) has exposed the conspiracy behind the anti-Hindu riots and also the media machinations behind it. The report has been submitted to the MoS for HM Shri. G Kishen Reddy.
Founded in 2015, GIA is a group of professional women and entrepreneurs, media persons and academicians committed to social-justice and nation-building. The members include Advocate Monika Arora, Dr. Prerna Malhotra, Assistant Professor, Department of English, Ram Lal Anand College, Sonali Chitalkar, Assistant Professor, Department of Political Science, Miranda House, Dr. Shruti Mishra, Assistant Professor, P.G.D.A.V College, and Ms. Divyansha Sharma, Assistant Professor, Institute of Home Economics.
The GIA report titled ‘Delhi Riots 2020 Report from Ground Zero –
The Shaheen Bagh Model in North-East Delhi: From Dharna to Danga’ accessed by Organizer details the persons whom the Fact Finding Team met, the sites visited, along with tracing the sequence of events.
The riots were planned in 4 phases as per the report.
- The period immediately after the passing of CAA in the Parliament, protests were held by Jihadis and Peoples Front of India (PFI) in Universities. Content of all protests were radical Islamic. Crowds of students mixed with outsiders and clashed with the Police in Aligarh Muslim University, Jamia etc. Sharjeel Imam made his first speech in Jamia on December 13 2019. Later his much publicized second speech was made at AMU on 16 January 2020.
- Shaheen Bagh Type dharnas were escalated after Police action against protesters. NE Delhi is exclusively escalated as one dharna Most of the political parties supported these Dharnas. However Urban Naxal-Jihadi organizers closed these protests to any outside negotiation, says the report.
About 15 Jan till 15 Feb the protests at such sites continued and there was no police or state action. During this period most of these dharnas were sites of Artists performances, speeches, poems, high-decibel antigovernment, Anti-Hindu and radical
- Islamic protest formats were observed and most Universities in Delhi continued to feed these Dharna sites, says the report.
- From 15 Feb onwards most Dharnas became violent and aggressive. Warris Pathan delivered his hate speech in Gulbarga on 20 Feb 2020.
- On 23rd Feb a crowd of around 4000 Anti-CAA protesters entered Malviya Nagar market. In an extremely dangerous move, Azadi slogans were raised in front of the Shiva Temple. Clashes with the Police occurred when the Anti-CAA protesters tried to block the road. It was during this time that Hindu homes and properties were vandalized, burnt and dozens of Hindus killed.

- Violent nature of Anti-CAA protestsThe timeline and the details of the violence on 24th Feb onwards in the report, shows the one-sided violence perpetrated by violent Muslim mobs on Hindus. The ground report from Chand Bagh, Shiv Vihar, Bhajnapura, in the GIA report provides the details of the nature of the violence, weapons and paraphernalia used to attack Hindus and the kind of preparations that went behind the riots. The role of Muslim leaders of AAP like Tahir Hussain, Amanatullah Khan are evident from the report. The report also shows that most of the victims who suffered at the hands of the Muslim mobs were from the Scheduled Castes.
The report provides details for each of the reasons for the riots in its 19 findings. They are:
Below are the important recommendations of the GIA report: - NIA Inquiry into Delhi Riots 2020: The GIA strongly recommends that given the intensity of the violence, the investigation into the riots should be handed over to the NIA. All incidents in Delhi from 15 December 2019 should be investigated.
- Foreign funds and support for the violence in Delhi should be investigated by the NIA: The planning and execution of the Delhi riots from Dharna to Danga indicates the involvement of foreign agencies and funds. This should be investigated by the NIA.
- Rehabilitation for all victims: In light of the extreme violence suffered by the most marginal sections of society in North-East Delhi we suggest that rehabilitation work should be done expeditiously.
- Central Government should initiate confidence building measures: GIA suggests that the Central Government initiates confidence building measures amongst both communities utilizing the goodwill of prominent community members.
- recommends that a forensic audit of all high buildings in North-East Delhi be carried out by investigating agencies.
- NIA Inquiry into ‘outsider network’: GIA also recommends that Intelligence and Government agencies should investigate the ‘outsider network’ responsible for engineering riots in Delhi through an NIA Inquiry. The report recommends that the
- role of students, teachers, artists, organizations responsible for instilling hate through dharna/protest marches, social media posts, provocative speeches etc sinvestigated.Direction to University authorities not to allow their campuses to be used for hate speeches and political gathering
- Funding of Shaheen Bagh type protest: Boarding, lodging, food, hoardings, banners, publicity material etc. must be investigated.
- Legal and Medical camps should be organized: Legal and Medical facilities and psychological counseling of victims including children should be arranged
