Sino-Indian Standoff: China will not be first to escalate China-India border Situation volatile across LAC, forces are on high alert New Delhi said it responded to Beijing’s provocative actions through diplomatic and military channels

Major Developments:

  • Indian Army has occupied dominating heights at Finger 4 facing Chinese in Pangong Tso.
  • Government blocks 118 more mobile apps which are prejudicial to sovereignty and integrity of India, Defense of India, Security of State and Public Order: GoI.
  • Amid tension on border, Indian and Chinese Brigadiers have begun another meeting at the Chushul talks hut, situated 8.9 km from the Indian positions at Kaala Top/ Helmet Top & Indian positions at 20 km from Reqin La.
  • All border forces have been asked to be at high alert, besides Tri-services, Border Security Forces, (BSF), Indo-Tibet Border Police, Assam Rifles, and Special Frontier Force (SFF).
  • In the 1950s, Khampa guerrillas stoutly fought against Chinese troops invading Tibet. They are the forebears to Tibetan commandos of the SFF, now deployed in Ladakh. These highland warriors took their first casualties this week.
  • Indian Army Chief General MM Naravane and Foreign Secy. HV Shringla have cancelled their forthcoming trip to Myanmar due to ongoing border tensions with China at the LAC in Eastern Ladakh.

Indian Army foils 3 attempts by China to change LAC status quo

Indian Foreign Ministry spokesman Anurag Srivastava on Tue’s late evening issued a statement to counter Chines Foreign Office’s claims made over Line of Actual Control (LAC) made via various channels. [see yesterday’s newsletter]

Statement read as

  • China has made three attempts to change the status quo along the LAC in as many days, while firmly rejecting Beijing’s efforts to pin the blame on New Delhi for the spike in tensions over the weekend.
  • MEA said Chinaengaged in provocative military maneuvers in the late night of Aug 29/30 in an attempt to change the status quo in the South Bank area of Pangong Lake“.
  • (The Indian Army) responded to these provocative actions and took appropriate defensive measures along the LAC in order to safeguard our interests and defend the territorial integrity“.
  • Furthermore, on Aug 31st, even as the ground commanders of the two sides were in discussions to de-escalate the situation, Chinese troops again engaged in provocative action. Due to the timely defensive action, the Indian side was able to prevent these attempts to unilaterally alter the status quo.”
  • India has taken up the matter of “recent provocative and aggressive actions” with Beijing through diplomatic and military channels, he said, adding that India has also “urged them to discipline and control their front-line troops from undertaking such provocative actions“.
  • China’s actions since May along the LAC have been “in clear violation of the bilateral agreements and protocols concluded between the two countries to ensure peace and tranquility along the border“.
  • Such actions are also in complete disregard to the understandings reached between the two foreign ministers as also the special representatives,” he added, referring to telephone conversations in June and July.
  • India, was “firmly committed to resolve all outstanding issues along the LAC in the Western Sector through peaceful dialogue“.
  • In this context, we expect the Chinese side to sincerely abide by the understanding reached earlier and earnestly work with India to resolve the situation and restore peace in the border areas.”

While Chinese FM spokesperson Hua Chunying, responded to above statements and said “As Indian side claimed that Indian troops pre-empted the Chinese military activity, it fully demonstrated that the new border clash was caused by Indian troops’ illegal trespassing of the LAC.”

“As far as I know, no Indian soldiers were killed in the recent border clash,” Hua denying reports claiming an Indian soldier was killed in a border clash with Chinese troops on Sat.”

The developments show New Delhi is willing to change the rules of engagement along the LAC, with the Indian Army pushing back against Chinese troops seeking to open a new front along the LAC in Ladakh, besides strengthening its positions along strategic heights in the area.

  • The moves, seen as defensive by the Indian Army but considered provocative by China, “increases the chances of conflict between the two countries”, said an expert of Chinese studies.
  • It’s also because the Indian Army has taken up positions along dominating peaks on the Indian side of the LAC, but not very far from the Chinese posts, heightening the chances of a localized conflict, Kondapalli added.
  • In New Delhi, the spike in tensions—the most serious incident after the violent clash between Indian and Chinese soldiers at Galwan Valley on 15 June—was discussed at a meeting held by defense minister Rajnath Singh, National Security Adviser Ajit Doval and Chief of Defense Staff, Bipin Rawat, besides the tri-service chiefs.
  • Indian Army officials said the southern bank of Pangong Tso has always been controlled by India with a major presence of troops, unlike the Finger area on the northern bank, arousing suspicion that China was attempting to open a new front with the aim of changing the status quo on the ground.

The entire world is beginning to unite against China’s unfair practices and countries like India, Australia, Japan and South Korea are going to partner with the US to push back Beijing on every front, US Secy of State Mike Pompeo has said.

The US is intensifying pressure on China, piling on visa bans, sanctions and other restrictions that are battering the already unsettled ties between the world’s two largest economies.

 

India calls for permanently removing Jammu and Kashmir issue under 'outdated agenda item' from UNSC

India at the UN has called for permanently removing the issue of JnK under the outdated agenda item of the India-Pakistan question from the Security Council’s agenda.

In a veiled attack on Pakistan, India said that there is a delegation that repeatedly attempts to rebrand itself as contributing to international peace, but unfortunately fails to recognize that it is globally known for being the fountainhead of international terror and the hub for terror syndicates.

During a virtual informal meeting of the plenary on the annual report of the Security Council, Pakistan’s UN envoy Munir Akram had raked up the issue of JnK and said that the Security Council has also been found lacking in implementing its own resolutions and decisions on the situation in JnK.

He added that the Council has met thrice during the last one year to consider the situation in JnK.

India, without naming Pakistan, said in a statement on Mon that there is a delegation that repeatedly attempts to rebrand itself as contributing to international peace, but unfortunately fails to recognize that it is globally known for being the fountainhead of international terror and the hub for terror syndicates.

This delegation keeps pushing for discussions on an outdated agenda item in the Council, which for all matter needs to be removed from the Council’s agenda permanently. Such irrational exuberance has no takers in a dignified world, India said on the ‘Report of the Security Council for 2019’.

India’s Permanent Representative to the UN Ambassador T S Tirumurti had pointed out that even UN Secretary-General Antonio Guterres, in his statement last Aug, clearly referred to the 1972 bilateral Shimla Agreement. “Consequently, Pakistan has been singularly unsuccessful in making any inroads into the UN on Jammu and Kashmir. That is the reality,” Tirumurti had said.

Mission Karmayogi: Cabinet approves national program for civil services capacity building

Union Minister Prakash Javadekar said that for civil services capacity building, officers and employees in government will get the opportunity to improve their performance with Mission Karmayogi.

  • Mission Karmayogi is constituted to build future-ready civil service with right attitude, skills & knowledge, aligned to the vision of New India. It focuses on competency led capacity building, said C Chandramouli, Secy Dept of Personnel & Training, Ministry of Personnel, Public Grievance and Pensions.
  • At present, there is a diverse and fragmented training landscape. There are inconsistencies in training priorities by various training institutions in various ministries; this has prevented shared understanding of India’s developmental aspirations,” he added.
  • A civil servant should be imaginative & innovative, proactive & polite, professional & progressive, energetic & enabling, transparent & tech-enabled, constructive & creative in order to meet the challenges of the society,” further added Chandramouli.
  • The program will prescribe and monitor annual capacity building plans for all departments and services. The digital learning framework (IGOT-Karmayogi Platform) will provide anytime-anywhere learning to 2.5 crore civil servants.
  • The Union Cabinet chaired by the PM Modi has approved launching of a National Program for Civil Services Capacity Building (NPCSCB) with the following institutional framework:-
  • PM’s Public Human Resources (HR) Council,
  • Capacity Building Commission,
  • Special Purpose Vehicle for owning and operating the digital assets and the technological platform for online training,
  • Coordination Unit headed by the Cabinet Secy.

So far, the present criteria for selection of candidates is based on talent and ability to its expression. 

Union Cabinet approves J&K Official Languages Bill, 2020

Union Cabinet has approved introduction in Parliament the Jammu & Kashmir Official Languages Bill 2020 in which 5 languages Urdu, Kashmiri, Dogri, Hindi and English will be official languages. However, not Kashmiri but Urdu was J&K official language up till now.

The former Congress president Rahul Gandhi on Wed targeted the Narendra Modi government over the GDP, the economy, COVID-19 and the border row with China.

Former Congress president Rahul Gandhi on Wednesday listed just a few “Modi-made disasters” to focus on the Narendra Modi authorities over the GDP, the financial system, COVID-19 and the border row with China.

“India is reeling beneath Modi-made disasters:

  1. Historic GDP discount -23.9%.
  2. Highest Unemployment in 45 yrs.
  3. 12 Crs job loss.
  4. Centre not paying States their GST dues.
  5. Globally highest COVID-19 day by day circumstances and deaths.
  6. Exterior aggression at our borders,” he tweeted.

In a separate tweet, former Finance Minister P. Chidambaram shared the screenshot of a Nov 2013 tweet when Mr. Modi, then the Gujarat Chief Minister, had tweeted to him saying, “Economic system is in hassle, youth need jobs. Commit extra time to economics not petty politics”.

“I’ve to say the identical factor to the Honorable Prime Minister!” Mr. Chidambaram tweeted.

 

 

Key Indian regional party TMC accuses Facebook of favoring Modi's BJP, after main Opposition Partry

A regional party governing India’s West Bengal state has accused Facebook Inc of bias toward PM Narendra Modi’s Bharatiya Janata Party (BJP), adding to the clamor of opposition voices which have called out the social media giant for its content regulation practices.

Trinamool Congress spokesman Derek O’ Brien wrote in an Aug 31st, letter to Zuckerberg. “Please do all it takes to urgently work toward maintaining the integrity of your platform in the Indian electoral process.”

Facebook did not immediately respond to an email seeking comment.

Facebook suspends 453 Pakistani accounts for spreading fake news, anti-India propaganda

In a major crackdown against fake news and anti-India propaganda, Facebook has suspended 453 Pakistani accounts on the platform who were engaged in manufacturing misinformation.

Along with the 453 Facebook accounts, 103 Facebook pages, 78 groups, and 107 Instagram accounts operating from Pakistan have also been suspended under the same charges.

Notably, Union Law Minister Ravi Shankar Prasad had, in a letter penned to Zuckerberg a day earlier, said that Facebook Community Guidelines must acknowledge Indian ethos and asked for country-specific community guidelines.

US DoD Releases 2020 Report on Military and Security Developments Involving the People's Republic of China

This year’s report highlights the links between China’s national strategy and developments within China’s armed forces.

Under the leadership of the Chinese Communist Party, the strategy calls for “the great rejuvenation of the Chinese nation” by 2049, including the transformation of the People’s Liberation Army into a “world-class” military.

The report comes at a time when the world is witnessing the aggressive assertion of that strategy in the Indo-Pacific and beyond, where China continues to undermine the international rules-based order to advance their own interests.

Reacting to this, Chinese’s State Media said “In its newly released 2020 Report on Military and Security Developments Involving the PRC, the US Department of Defense unprecedentedly put a number to China’s nuclear warheads. It says China currently maintains an operational nuclear warhead stockpile in the low 200s and the figure is projected to at least double over the next decade”.
