The United States once again affirmed that they stand strongly with India to combat China’s growing aggression and expansionist policies.

  • Whether in the South China Sea or the Himalayas, America will stand with its friends in the face of Beijing’s belligerence,” tweeted the US Bureau of South and Central Asian Affairs (SCA).
  • Issuing a statement, David R. Stilwell, Assistant Secretary of Bureau of East Asian and Pacific Affairs said, “The United States is resolved to protect our vital interests and those of our allies and friends. We are building our military capabilities. We are vigilant. We are exercising and operating wherever international law allows.”

“We are strengthening ties with our friends. We stand ready to help bolster the military capabilities of concerned nations. We support multilateral diplomatic efforts to resist PRC encroachments. And we are providing economic options to underscore that nations need not depend on initiatives from Beijing that are fundamentally predatory,” the SCA Bureau Assistant Secretary added.

The Chinese Communist Party is acting in a way that poses real threats to the world, and the United States is going to make sure that we preserve American national security and impose costs on the CCP in order to achieve a change in behavior. U.S. Secretary, M. Pompeo

On the other hand, the US also mentioned how Ladakh’s Himalayas witnessed a violent faceoff along the LAC between Indian soldiers and the PLA. “When Beijing uses coercion, empty promises, disinformation, contempt for rules, bad-faith diplomacy, and other underhanded tactics in the South China Sea, it is drawing on a playbook that it uses worldwide. We see it in the Himalayas, where Beijing recently took aggressive action on its frontiers with India,” said David R. Stilwell.

Come invest in India, says PM Modi in address to India Ideas Summit 2020

Prime Minister Narendra Modi delivered a keynote address at the ‘India Ideas Summit 2020’ today and urged US firms to choose India as their investment destination-PM said yesterday

  • Modi said it has taken a global pandemic to remind us how important resilience is. The recent experience has taught the world that the global economy has been too focused on efficiency and optimization. “Efficiency is a good thing. But, on the way, we forgot to focus on something equally important. That is resilience against external shocks”.
  • Today there is global optimism towards India because “India offers a perfect combination of openness, opportunities and options”. “Let me elaborate. India celebrates openness in people and in governance. During the last six years, we have made many efforts to make our economy more open and reform oriented. Reforms have ensured increased competitiveness, enhanced transparency, expanded digitization, greater innovation and more policy stability.”
  • India is an emerging destination of new opportunities. “Let me give you one example of the tech sector. Recently, an interesting report came out in India. It said for the first time ever, there are more rural internet users than even urban internet users. Opportunities in technology also include opportunities in the frontier technologies of 5G, Big data analytics, Quantum computing, Block-chain and Internet of things”.
  • Speaking about the opportunities in the agriculture sector, he said the country has recently carried out “historic reforms” in this sector. “There are investment opportunities in agricultural inputs and machinery, agriculture supply chain management, ready-to-eat items, fisheries and organic produce,” he said.
  • Stressing upon the India-US ties, he added there are few better partners than the United States of America and India. “India and the US are two vibrant democracies with shared values. We are natural partners. The rise of India means a rise in trade opportunities with a nation that you can trust, a rise in global integration with increasing openness, a rise in your competitiveness with access to a market which offers scale.”

Sino-Indian Standoff

The confidence-building measure has impacted real-time verification of pullout process.

  • The agreement that two sides will not indiscriminately use unmanned aerial vehicles (UAVs) at the friction points in eastern Ladakh along the Line of Actual Control (LAC), has impacted the real-time verification of the de-escalation process, as aerial objects cannot be used within 10 km of the face-off sites, a senior government official said.
  • Earlier, the two armies had agreed for a 30-day moratorium on foot patrolling at all the friction points while they pulled back from their positions.
  • Earlier, the two armies had agreed for a 30-day moratorium on foot patrolling at all the friction points while they pulled back from their positions.
  • The official said that as of now, at none of the points, they were engaged in an eyeball to eyeball confrontation but a continuous verification was required and they were prepared for a long haul.
  • Both countries are using UAV for reconnaissance and logistical purposes in their high-altitude dispute. But as one of the world’s leading manufacturers and exporters of UAVs, China has the upper hand, analyst says.
  • “Drones can easily access places that are inaccessible for humans, and monitor important sites that are too hard to patrol,” military analyst Zhou Chenming said.
  • “And India has shown it at a disadvantage in both the quality and quantity of its drones.”

Background: The Corps Commanders of both the armies have held four rounds of talks so far on June 6, 22, 30 and July 14 to de-escalate from the build-up areas in Galwan Valley, Gogra- Hot Springs and Finger area along the Pangong Tso (lake).

India has demanded that status quo be restored along the unsettled boundary line. China had amassed troops since April-May all along Eastern Ladakh and occupied positions in India’s perception of the LAC.

  • “The two armies have agreed to not take any step that could derail the ongoing talks. No foot patrolling and not flying UAVs within 10 km of the friction points are among the measures to build confidence but it also adversely affects the real-time monitoring,” said the official.
  • As reported by The Hindu, Chinese troops are yet to fully move out of Patrolling Point (PP) 15 of Hot Springs area and continue to occupy positions within 1.5 km of the India’s perception of the LAC.
  • “There is a very small window when UAVs can be used. The topography in some places is such where UAVs cannot be used and foot patrolling is not allowed… this is why the physical verification is slow and takes time,” said the official.

India reviews progress of disengagement talks

  • After the Galwan Valley incident, the flashpoint of June 15 violent clashes when 20 soldiers were killed, the Corps Commanders had agreed to disengage and withdraw fully from other face-off sites along the LAC.
  • “General flying is not allowed and ground commanders have been asked to assess and constantly keep a vigil on the ground. The agreement allows use of UAVs but not in an indiscriminate manner,” the official noted.

China has crossed its 1960 claims along the LAC

  • Records of 1960 boundary talks show PLA troops at Pangong Tso and Galwan Valley went beyond Beijing’s own territorial claims.
  • Chinese troops are currently present on the north bank of Pangong Lake in Ladakh in an area that is beyond what even China described as its official.
  • In 1960, India certainly viewed China’s presence in areas where the People’s Liberation Army (PLA) transgressed in May as being beyond Beijing’s own territorial claims.
  • “The Chinese are now likely interpreting their perception of the LAC in a manner that seeks to redefine or maximize old claims along new lines, as cartography and terrain knowledge have improved, which offer them tactical advantage and more ‘domination’ in key areas along the LAC,” former Foreign Secretary and Ambassador to China, Nirupama Rao said. “The effect has been destabilizing and provocative.”

India to boost Rafale capabilities with HAMMER missiles under emergency order

India’s mechanized forces remain highly motivated and well geared to deploy and fight in high altitude terrain. However, to increase their efficacy in war, certain systemic changes must be brought in on priority, even if it has taken a live threat on the LAC for us to home in on these.- B S DHANOA

  • Amid all these, the Indian Air Force is further boosting the capabilities of the combat aircraft by equipping it with the HAMMER (Highly Agile Modular Munition Extended Range) missiles standoff missiles with the capability to take out any types of targets at the range of around 60-70 km, from France.
  • Though the order is being processed under the emergency powers for acquisition given to the armed forces by the Govt, but the French authorities have agreed to supply them to us at a short notice for our Rafale combat aircraft,”
  • In view of the urgent requirement for these missiles by the Air Force, the French authorities would be delivering the systems to India from the existing stock meant for some other customer, they said.
  • HAMMER is a medium-range air-to-ground weapon designed and manufactured for the French Air Force and Navy initially.
  • It would give India the capability to take out any bunkers or hardened shelters in any type of terrain including the mountainous locations such as Eastern Ladakh, the sources said.

Prosecutors say S.F. consulate is harboring Chinese military researcher wanted by FBI

A researcher who lied about her affiliation with a Chinese military university entered the Chinese consulate in San Francisco after being interviewed by the FBI on June 20 about alleged visa fraud and has remained there, according to an FBI assessment in court filings dated July 20.

Why it matters: Using a diplomatic facility to shelter someone charged with a federal crime could cause serious tension between the U.S. and China, especially as the U.S. is seeking to crack down on Chinese espionage and research theft.

“It is highly unusual for a Chinese diplomatic post to associate so closely with a suspect in an intellectual property theft-related case,” said Minyao Wang, a New York-based lawyer who has worked on IP theft cases related to China.

“Sheltering a defendant in a criminal case by using the diplomatic immunity of a consular building, if true, is really extraordinary.”

State Department spokesperson Morgan Ortagus said the move was intended to “protect American intellectual property and American’s private information.” Federal prosecutors believe this isn’t an isolated case.

  • There were “routine and professional naval communications” and “no confrontation”, the spokesperson added.
  • Diplomatic tensions between China and Australia have also been rising, driven by a dispute over Canberra’s call for a Covid-19 inquiry, along with Beijing’s imposition of tariffs on Australian barley and the disagreement over the new national security law in Hong Kong.

  • The diplomat, however, slammed China over the Hong Kong issue and also expressed concerns about the treatment of Uyghurs in Xinjiang.
  • He said, “We’re clear about the challenges China poses not only for India but for the world.
  • Hong Kong was a serious violation of the joint declaration.
